In 2004 a hundred community members ( Debbie was one of them) met over 3 weeks to envision the Grover Beach of the future. Much of it has come to pass...sidewalk seating & restaurants. Some of it has not: a safer Grand Ave. for pedestrians. Some of it has been turned on its head and out and out violated. The people of Grover Beach wanted no more than 2-story buildings but conceded 3 stories for mixed-use buildings and only at two major intersections up to 4 stories. The vision has been violated with three 55' (five and a half story) buildings in the Coastal Zone that take up three square city blocks. Download the full vision report below. In 2014, when Debbie was mayor, the Coastal Commission approved the City Local Coastal Program. The Program explains that the City has adequate water supply for full buildout of 15,000 (we now have 12,000) residents. It also calls for preserving view corridors in our Coastal Zone. This, too, has been violated. As citizens we expect that our plans and vision will be honored and upheld by those we elect.

You can be part of getting a Citizen Ballot Measure on the 2026 Ballot! We need 1,000 signatures in order to be able to ask voters if they wish to elect their City Attorney rather than having the City Attorney appointed by the City Council. See the ballot measure here.

GROVERH2O -- 4,000 citizens who signed petitions to repeal a dysfunctional water project that would double water rates, and recall councilmembers who voted for it despite the protests of 2,000 citizens. The repeal & recall won with strong majorities. The group uncovered water overcharges, resulting in refunds to every water user, & brought a proposal to more efficiently manage water supply to provide substantial water availability. GROVERH2O has a 2026 ballot measure asking voters if they wish to elect their City Clerk. It is now circulating a petition asking citizens if they would also like to elect their City Attorney.
